El Salvador has been dollarized since 2001. There is no local currency, no central-bank money printer, and no conversion risk; the currency is the US dollar, the same unit a Bitcoiner already prices the world in. That single fact removes the FX trapdoor that sits under most second-passport jurisdictions, and it is the quiet backbone of everything that came after.

What came after is the part the world watched. El Salvador runs the only government-operated Bitcoin office on the planet. Since 2021 it has been the most visible sovereign Bitcoin jurisdiction: the first country to make Bitcoin legal tender, the first state to mine Bitcoin with its own power, and the first to stand up a national Bitcoin Office. Bitcoin's legal-tender status was adopted in September 2021 and repealed on 30 April 2025, but the institutions it built, the reserve, the mining, the office, the passport, all remain. The country did not buy a slogan. It built a balance sheet.

The Freedom Passport rests on Legislative Decrees No. 918 and No. 286, and the program is administered through The Bitcoin Office and the DGME under Director Stacy Herbert.
