Terms of Service.
Most service terms are written to win lawsuits. These are written to set expectations. The engagement model is simple, the fee is flat, and the binding clauses are conspicuous on purpose. The clinical sections begin below.
Important notice. These Terms contain an arbitration agreement, a class action waiver, and a jury trial waiver in Section 14. Read them carefully; they affect your legal rights.
passport.sv charges a flat 5% advisory fee on the $1,000,000 El Salvador government contribution, which is $50,000. There is no retainer, no hidden markup, and no surprise invoice. The waivers in Section 14 (arbitration, class action, jury trial) are real and apply on engagement; the notice above flags them up front.

- The government contribution settles in BTC or USDT only, direct to the government wallet; the firm does not custody the $1,000,000. The advisory fee accepts BTC, Lightning, USDT, or fiat.
- We do not guarantee approval. Citizenship decisions belong to the Government of El Salvador, not to us. Licensing authorizes submission and processing; it does not constitute pre-approval.
- We are not a law firm, tax advisor, or government agency. A second citizenship does not change your home-country tax obligations.
- Disputes go to binding arbitration in Wyoming. Class actions and jury trials are waived (Section 14).
The clauses below are the binding legal text. If a line ever conflicts with this summary, the binding text governs.
1. Agreement to these terms
These Terms of Service ("Terms") govern your access to and use of the passport.sv website ("Website") and the services offered through it ("Services"), operated by Bitcitizen LLC ("Company," "we," "us," or "our") and presented as 21 CBI. By accessing or using the Website or Services, or by clicking "I agree" or any similar acceptance mechanism, you agree to be bound by these Terms. If you do not agree, do not use the Website or Services.
2. Related policies and document hierarchy
Your use of the Website and Services is governed by the following documents:

In the event of a conflict, these passport.sv Terms of Service control for matters specific to passport.sv and its Services. For all other matters, the Bitcitizen LLC Terms of Service apply.
3. Eligibility
You must be at least 18 years of age to use the Website and Services. You represent and warrant that you are not a national of Cuba, North Korea, Iran, or Syria; not a resident of Crimea, Donetsk, Luhansk, Kherson, or Zaporizhzhia; and not subject to sanctions administered by the U.S. Office of Foreign Assets Control (OFAC), the European Union, the United Kingdom, the United Nations, or any other applicable sanctions authority. You agree to provide truthful and accurate information at all times. Providing false or misleading information is grounds for immediate termination of your access and any engagement, without refund of the advisory fee.
4. Description of services
passport.sv provides citizenship-by-investment advisory services for the Republic of El Salvador’s Freedom Passport, as a Licensed Agent of The Bitcoin Office of El Salvador. The standard scope of an engagement includes:
- Initial consultation and Freedom Passport guidance.
- Application preparation and document review.
- Liaison with The Bitcoin Office, the Dirección General de Migración y Extranjería (DGME), and authorized local partners.
- On-chain source-of-funds package assembly for the BTC or USDT contribution.
- Post-approval support and onboarding.
- Online tools, including the Bitcoin pricing calculator and the program-fit screener.
4.1 What we are
passport.sv is a citizenship-by-investment advisory firm focused on the El Salvador Freedom Passport, operating as 21 CBI. We charge a flat 5% advisory fee on the $1,000,000 government contribution, which is $50,000. We are a Licensed Agent of The Bitcoin Office of El Salvador, authorized by Director Stacy Herbert to submit and process applications, valid 27 February 2026 to 26 February 2027.
4.2 What we are not
- We are not a law firm and do not provide legal advice.
- We are not an immigration practice.
- We are not a tax or financial advisor.
- We are not the Government of El Salvador or The Bitcoin Office; we have no authority to grant or deny citizenship, and our licensing does not constitute pre-approval of any applicant.
5. No legal, tax, or financial advice
Nothing on the Website or provided through the Services constitutes legal, tax, or financial advice. All information is for general informational purposes only. You should consult qualified legal, tax, and financial professionals before making any decision based on information obtained through the Website or Services. A second citizenship does not change your home-country tax obligations; US citizens remain subject to FATCA and worldwide income reporting regardless of a second citizenship, and should consult a qualified cross-border tax advisor.

- The program-fit screener provides general guidance; it does not constitute professional advice.
- Nothing on this site represents that the Freedom Passport delivers a Spanish or European Union residency fast-track. A naturalized Salvadoran is not a national de origen for the purposes of Article 22.1 of the Spanish Civil Code.
6. Payment terms
6.1 Advisory fee
Our advisory fee is a flat 5% of the $1,000,000 government contribution, which is $50,000, regardless of family size. The advisory fee is payable upon engagement.
6.2 Payment methods
The $1,000,000 government contribution settles in BTC or USDT only, sent directly to the government wallet; the firm does not custody the contribution. The 21 CBI advisory fee accepts BTC, Lightning, USDT, or fiat; card payments for the advisory fee are processed by a third-party payment processor. Amounts quoted in sats are calculated at the prevailing exchange rate at the time of payment. The contribution is non-refundable.
6.3 Government and third-party fees
The $1,000,000 government contribution is flat across the family and includes the main applicant’s processing fee; each additional applicant is +$999. Due-diligence and any other third-party fees are separate from the passport.sv advisory fee. The 5% is charged on the government contribution alone; passport.sv does not mark up the government contribution.
6.4 Refunds
The advisory fee is generally non-refundable once work has begun on your file. The $1,000,000 government contribution and the $999 per additional applicant are non-refundable. Where passport.sv pre-screens a position and determines the file will not clear, we say so on the first call and we do not invoice the advisory fee.
7. Client obligations
As a client, you agree to:
- Provide all required documents and information promptly and accurately, including a complete on-chain provenance package for the source of the BTC or USDT contribution.
- Respond to communications in a timely manner to avoid delays in your file.
- Disclose any criminal history, pending legal proceedings, or prior immigration denials.
- Refrain from misrepresenting any facts or documents in connection with your file.
- Comply with all applicable laws and regulations in your country of residence and in El Salvador.
- Not use our Services for money laundering, sanctions evasion, tax fraud, or any other illegal purpose.
8. Application outcomes
We do not and cannot guarantee the approval of any citizenship-by-investment application. All decisions regarding the granting of citizenship are made solely by the Government of El Salvador, through The Bitcoin Office and the DGME. Our status as a Licensed Agent authorizes us to submit and process applications; it does not constitute pre-approval. Many factors outside our control may affect the outcome of your file, including changes in government policy, the program’s due-diligence findings, and the completeness of supporting documentation.
We keep you informed of the status of your file throughout the process. If your file is denied, we will explain the available options, which may include reapplication, appeal where the program provides an appeal route, or application to an alternative program.
9. Intellectual property
All content on the Website, including text, graphics, logos, images, software, and other materials, is the property of Bitcitizen LLC or its licensors and is protected by applicable intellectual property laws. You may not reproduce, distribute, modify, or create derivative works from any content on the Website without our prior written consent.
The passport.sv and 21 CBI names and logos are trademarks of Bitcitizen LLC. Unauthorized use of these marks is prohibited.
10. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL BITCITIZEN LLC, ITS OFFICERS, DIRECTORS, EMPLOYEES, AGENTS, OR AFFILIATES BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING BUT NOT LIMITED TO LOSS OF PROFITS, DATA, USE, GOODWILL, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF OR INABILITY TO USE THE WEBSITE OR SERVICES.
OUR TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICES SHALL NOT EXCEED THE TOTAL ADVISORY FEES PAID BY YOU TO US IN THE TWELVE (12) MONTHS PRECEDING THE EVENT GIVING RISE TO THE CLAIM. FOR THE AVOIDANCE OF DOUBT, THIS LIMIT DOES NOT EXTEND TO THE GOVERNMENT CONTRIBUTION, WHICH IS PAID DIRECTLY TO THE GOVERNMENT WALLET AND IS NOT HELD BY US.
Some jurisdictions do not allow the exclusion or limitation of certain damages. In those jurisdictions, our liability is limited to the greatest extent permitted by law.
11. Disclaimers
THE WEBSITE AND SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
WE DO NOT WARRANT THAT:
- THE WEBSITE OR SERVICES WILL BE UNINTERRUPTED, SECURE, OR ERROR-FREE;
- THE INFORMATION PROVIDED WILL BE ACCURATE, COMPLETE, OR CURRENT;
- ANY APPLICATION WILL BE APPROVED;
- PROCESSING TIMES WILL MEET ESTIMATED TIMELINES;
- VISA-FREE ACCESS, PASSPORT VALIDITY, OR PROGRAM TERMS WILL NOT CHANGE DURING OR AFTER THE APPLICATION PROCESS.
12. Indemnification
You agree to indemnify, defend, and hold harmless Bitcitizen LLC, its officers, directors, employees, agents, and affiliates from and against any and all claims, damages, losses, liabilities, costs, and expenses (including reasonable attorneys' fees) arising out of or in connection with:
- Your use of the Website or Services;
- Your violation of these Terms;
- Your violation of any applicable law or regulation;
- Any false or misleading information you provide; or
- Any third-party claim arising from your use of the Services.
13. Governing law
These Terms are governed by and construed in accordance with the laws of the State of Wyoming, United States, without regard to its conflict-of-law provisions.
14. Dispute resolution
14.1 Informal resolution
Before initiating any formal dispute-resolution proceeding, you agree to first attempt to resolve the dispute informally by contacting us. Send a written notice describing the nature of the dispute and your desired resolution to contact@passport.sv or by mail to 30 N Gould St, Ste R, Sheridan, WY 82801. We will attempt to resolve the dispute within 60 days of receiving your notice.
14.2 Binding arbitration
If the dispute cannot be resolved informally, you and Bitcitizen LLC agree that any dispute, claim, or controversy arising out of or relating to these Terms or the Services shall be resolved through binding arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules. The arbitration shall be conducted by a single arbitrator. The arbitration may be conducted in person in Wyoming, or by videoconference if the parties mutually agree.
14.3 Class action waiver
YOU AGREE THAT ANY DISPUTE-RESOLUTION PROCEEDING WILL BE CONDUCTED ONLY ON AN INDIVIDUAL BASIS AND NOT IN A CLASS, CONSOLIDATED, OR REPRESENTATIVE ACTION. YOU WAIVE ANY RIGHT TO PARTICIPATE IN A CLASS-ACTION LAWSUIT OR CLASS-WIDE ARBITRATION.
14.4 Jury trial waiver
YOU AND BITCITIZEN LLC HEREBY WAIVE ANY CONSTITUTIONAL AND STATUTORY RIGHTS TO SUE IN COURT AND HAVE A TRIAL IN FRONT OF A JUDGE OR A JURY. YOU AND BITCITIZEN LLC ARE INSTEAD ELECTING TO HAVE CLAIMS AND DISPUTES RESOLVED BY ARBITRATION.
15. Sanctions and compliance
We comply with all applicable sanctions laws, including those administered by the U.S. Office of Foreign Assets Control (OFAC), the European Union, the United Kingdom, and the United Nations. We screen applicants against relevant sanctions lists. Nationals of Cuba, North Korea, Iran, or Syria; residents of Crimea, Donetsk, Luhansk, Kherson, or Zaporizhzhia; and OFAC-sanctioned individuals are ineligible. We may refuse or terminate services to any individual or entity that appears on those lists, or that we reasonably believe poses a sanctions risk. We cooperate with law-enforcement authorities as required or permitted by law.
16. Termination
We may suspend or terminate your access to the Website and Services at any time, with or without cause, at our sole discretion. Grounds for termination include:
- Violation of these Terms;
- Providing false or misleading information;
- Being subject to sanctions or appearing on a sanctions list, or being a restricted national or resident under Section 3;
- Non-payment of fees;
- Conduct that we believe creates legal, reputational, or compliance risk for the Company.
Sections 5, 9, 10, 11, 12, 13, 14, and 15 survive termination of these Terms.
17. Modifications
We reserve the right to modify these Terms by posting the updated Terms on the Website. The "Effective" date at the top of these Terms reflects the date of the most recent change. We will notify you of material changes through the Website or by other reasonable means. Your continued use of the Website or Services after a modification constitutes your acceptance of the updated Terms.
18. Severability
If any provision of these Terms is found to be unenforceable or invalid, that provision will be enforced to the maximum extent permissible, and the remaining provisions will remain in full force and effect.
19. Entire agreement
These Terms, together with the Privacy Policy, the Cookie Policy, and any engagement agreement signed between you and Bitcitizen LLC, constitute the entire agreement between you and the Company regarding your use of the Website and Services.
